ECRI revised General Policy Recommendation No. 9 on preventing and combating Antisemitism - adopted on 25 June 2004 and revised on 1 July 2021

ECRI’s revised General Policy Recommendation No. 9 takes into account the trends observed for many years as concerns antisemitism, including contemporary forms. These include the denial and distortion of Holocaust, the continued spread of hatred against Jews by a wide range of individuals and groups (such as neo-Nazis, right-wing extremists, as well as certain left-wing extremists), age-old stereotypes and conspiracy theories resurfacing against the background of the events at the time of the Covid 19 pandemic. It sets out a comprehensive set of legal and policy measures to help Council of Europe member States prevent and combat antisemitism, which should be systematically included in a broader policy against all forms of racism. Such measures include, inter alia, strengthening criminal law provisions, stepping up awareness-raising efforts in schools and the systematic collection of information about antisemitic offences.
