A delegation of the European Commission against Racism and Intolerance (ECRI) visited Estonia from 5 to 6 July 2021 as the first step in the preparation of a monitoring report. Due to exceptional circumstances related to the Covid-19 pandemic, the visit was preceded by online meetings from 7 to 11 June 2021. During these meetings and the visit on the ground, ECRI’s delegation gathered information on effective equality and access to rights; hate speech and hate-motivated violence; and integration and inclusion.

The delegation notably held meetings with representatives of the Estonian government, local authorities, equality bodies and civil society in Tallinn and Jõhvi. Following the visit, ECRI will adopt a report to be published in 2022 in which it will make a new set of recommendations on measures to be taken by the authorities to address racism and intolerance in the country. The implementation of two priority recommendations will be reviewed in two years’ time as part of ECRI’s interim follow-up procedure.

ECRI coordinated its meetings and its field visit with the Council of Europe’s Advisory Committee on the Framework Convention for the Protection of National Minorities, which also examined the situation in Estonia within its mandate.

In its 2015 report, ECRI highlighted, among other issues, the insufficient legal certainty in criminal law provisions regarding hate speech and the lack of data collection on hate crimes. It also encouraged the authorities to continue efforts for the integration of the Russian-speaking community and persons of undetermined citizenship.
