The Council of Europe offered consultancy support to the Central Electoral Commission of the Republic of Moldova (CEC) in designing the prospective subsystem “Electoral Complaints” of the State Automated Information System “Elections”. Its implementation will enhance the transparency in handling the complaints by electoral management bodies allowing both the petitioner and the general public to follow the process of examining electoral complaints online.

While developing the Terms of Reference, the Council of Europe consultants considered the Moldovan legal and technical requirements and good international practices for the further development of an effective electronic module for the processing of electoral complaints.

The document was endorsed by the CEC at the end of June 2022 and once the subsystem “Electoral Complaints” is developed this will represent the transition from paper-based electoral complaints filing and processing to electronic filing, receipt, management.

This activity is being funded and implemented by the Council of Europe Project Improving Electoral Practice in the Republic of Moldova, Phase II.
