Background

In 2017, the Council of Europe European Qualifications Passport for Refugees (EQPR) was developed to help member States address the challenges brought by the refugee crisis and support refugees to rebuild their lives in their host countries by giving them the opportunity to have their qualifications assessed even in cases of insufficient or lacking documentation.

The EQPR has been applied in Italy mostly in the academic sector. There is a need for mainstreaming it to the other relevant public institutions and to facilitate its use in all public sectors, as a mean of improved integration of the beneficiaries of international protection in Italy.

Objective

The general objective of the project is to support Italian authorities in their efforts to design and foster reforms for recognising refugees’ qualifications through the development of a national coordination mechanism within public sectors, in and beyond academia. 

Through tailored activities, this technical support will contribute to improving the capacity of public administration bodies to process applications for recognising refugees’ qualifications and to increasing pathways for refugees in regulated professions.

Foreseen outputs

Output 1: Evidence-based policy recommendations for improving the national legislative and policy frameworks

Output 2: Analytical framework for coordination and involvement of national stakeholders

Output 3: Report on the comparative analysis with related initiatives at European level (e.g., the EQPR)

Output 4: Report on the capacity building and awareness raising activities on the EQPR methodology among Italian public authorities

 

The action is co-funded by the European Union via the Technical Support Instrument, and implemented by the Council of Europe, in cooperation with the European Commission.
