Cybercrime@EaP 2018: Contribution to OSCE High Level Conference in Minsk

When it comes to prosecuting terrorist offences committed with the aid of information-communication technology or similar acts of extremist material, the same principles applicable to investigating cybercrime or any other crimes committed by means of computer systems or data should be adhered to. The main source of criminal justice standards applicable to processing electronic evidence in all criminal cases still remains the Budapest Convention on Cybercrime, the implementation of the treaty being actively aided by targeted capacity building action looking into public-private cooperation on cybercrime and electronic evidence, which is a highly relevant topics for preventing and countering terrorism online.

These were the main messages voiced by Council of Europe representatives and experts during the High-Level Conference on Terrorism in Digital Age, organized by the Ministry of Foreign Affairs of Belarus and the OSCE in Minsk, Belarus on 9-10 October 2018. The Council of Europe, in the framework of the joint EU-Council of Europe project Cybercrime@EaP 2018, has further contributed to the work of this Conference by supporting participation of delegates from security services and law enforcement from the Eastern Partnership region.

The event was an opportunity for the Council of Europe to publicize its efforts on public/private cooperation on cybercrime and electronic evidence, implemented through dedicated joint EU/CoE Cybercrime@EaP regional projects running from 2015.
