The Committee of Ministers adopted Recommendation CM/Rec(2018)10 on culture’s contribution to strengthening the internet as an emancipatory force on 14 November 2018.

This text recommends that member States draw on culture and cultural players as vital elements for reinforcing the internet and digital media as democratic forces, enlarge the scope of critical digital media and information literacy programmes and use culture’s capacity to act as a catalyst for shaping informed citizenship online.
