Council of Europe logoThe overall objective of the project is to strengthen capacities of the CARDS countries to develop and implement judicial co-operation against serious crime based on the European Union acquis and other European and international standards and practices by supporting the Prosecutors’ Network. 

In particular, the project’s focus is on strengthening the legislation and institutional capacities of General Prosecutors’ Offices of South-Eastern Europe in view of a more effective co-operation against serious crime. The implementation of the Project started in April 2008 and will end in July 2010; it covers the following areas: Albania, Bosnia and Herzegovina, Croatia, Montenegro, Serbia, "the former Yugoslav Republic of Macedonia" and Kosovo*.  

The Council of Europe (Department of Information Society and Action against Crime, Directorate General of Human Rights and Legal Affairs) is responsible for the overall management of the project which it runs in close co-operation with the Italian Ministry of Justice.


*All reference to Kosovo, whether to the territory, institutions or population, in this text shall be understood in full compliance with United Nations Security Council Resolution 1244 and without prejudice to the status of Kosovo.

Back Closing Conference and 5th Project Steering Committee meeting (5 July 2010, Rome, Italy)

The Contact Points for Prosecutors’ Network and Project contact persons are meeting in Rome in order to review the project implementation since April 2008 to date, in particular its achievements and setbacks, formulate methodological and practical recommendations for the implementation of technical assistance projects in SEE and discuss the main areas of further co-operation and support required by the Prosecutors’ Network.

The participants of the meeting are expected to adopt an overall assessment of the project implementation as well as recommendations for a follow-up project.

The meeting is hosted by the Ministry of Justice of Italy, the project partner.
