As part of the cooperation with the Justice Academy and Academy for Public Safety and with the aim at strengthening the capacities related to terrorism financing, a training of trainers was conducted on 19-21 October 2021 within the framework of the CoE/EU joint “Project against Economic Crime in Kosovo” (PECK III).

20 participants consisting of judges, prosecutors, law enforcement, lecturers and Financial Intelligence Unit staff learned the multiple aspects related to terrorism financing including prosecuting and adjudicating financing of terrorism cases and related international legal framework as well as financial investigation and its techniques and evidence building.

The training combined theoretical presentations with practical scenario-based exercises and their further tailoring to the needs of beneficiaries. Furthermore, the trained future trainers also benefited from explanations on the training methodology for delivering the training to their peers. A Training Manual is developed and will serve as a reference tool for trainers of both Academies.

Following the training conducted, trainees, with the support of the Council of Europe expert, will conduct peer-to-peer training for representatives of relevant authorities.

The peer-to-peer training aims to increase the capacity of authorities to detect and combat terrorist financing and strengthen compliance with international commitments and standards in this area.
