Advising Serbian Authorities on Guidelines for Reporting of Suspicious Activities

A two-day workshop on Guidelines for reporting of suspicious activities and suspicious transactions reports took place in Vrdnik on 25 and 26 August 2022, within the project “Preventing Money Laundering and Terrorist Financing in Serbia”, and gathered twenty representatives of relevant institutions (APML, Republic Public Prosecution, Prosecution for Organised Crime, Ministry of Trade, National Bank of Serbia, Securities Commission, and the Gaming Authority).

The aim of the workshop was to finalise a tool that would be used both by the reporting entities and supervisors, to facilitate recognising and reporting suspicious activities and to increase the quality of the reports that are submitted, in line with the objectives of the National Strategy and Action Plan for Prevention of ML/TF. During the workshop, the initial comments and advice on the development of the Guidelines on reporting of suspicious activities and suspicious transactions were presented to the participants, along with good examples of the formulation of sector-specific indicators for money laundering and terrorist financing.

Based on the provided recommendations, the participants reviewed the structure and scope of the Guidelines, general instructions for reporting entities and supervisors, as well as the specific indicators for financial and non-financial sectors on detection and reporting of suspicious activities. Divided in working groups, the participants of the workshop integrated comments and recommendations for the respective sectors into the draft Guidelines.

The Project “Preventing Money Laundering and Terrorist Financing in Serbia” is funded by Sweden, represented by the Swedish International Development Agency and implemented by the Council of Europe.
