Strengthening public ethics: practical guides available for Ukrainian local authorities

In its many forms, corruption is a major threat to local and regional governance and to democracy in Europe, that public authorities need to address as a matter of urgency.

To tackle this challenge and provide local and regional elected representatives with concrete tools, the Congress has prepared six thematic reports to help local and regional elected representatives better understand the risks of corruption and to implement courses of action, which are all available in English and Ukrainian, among other languages. 

This comprises six reports compiled in the "Public Ethics" series: conflict of interest, transparency and open government, transparent public procurement, administrative resources and fair elections, combating nepotism and protecting whistle-blowers.

In order to reduce the risk of corruption and boost public trust in local and regional policymakers, it is also essential to promote ethical standards common to all local and regional elected representatives. In this regard, the revised European Code of Conduct for all Persons Involved in Local and Regional Governance, adopted by the Congress in November 2018 and also available in English and Ukrainian, takes into account the new challenges facing local authorities and details the principles that should guide the action of local and regional governance actors: accountability, transparency, probity, respect and non-discrimination, merit and impartiality.

The thematic reports were translated into Ukrainian in the framework of the project “Strengthening democracy and building trust at local level in Ukraine” implemented by the Congress of Local and Regional Authorities as part of the Council of Europe Action Plan for Ukraine 2018-2021. The project aims to improve the quality of local democracy in Ukraine by strengthening institutional frameworks and supporting local authorities and their national associations in their efforts to promote ethical decision-making and more citizen-oriented, responsive and transparent local governance.
