Monitoring visit by the Congress to Slovenia

A delegation from the Congress carried out a monitoring visit to Slovenia from 20 to 22 February 2018. The delegation examined the situation of local democracy in the light of the provisions of the European Charter of Local Self-Government, ratified by the country in 1996.

Rapporteurs on local democracy, Ms Gaye DOGANOGLU (Turkey, EPP/CCE) and Mr Henrik Brade JOHANSEN (Denmark, ILDG) focused on the developments in the field of local democracy occurred since the adoption of the last Congress recommendation on local and regional democracy in Slovenia, on 18 October 2011.

Meetings were held, in particular, with the State Secretary of Public Administration, Dr. Nejc BREZOVAR, the State Secretary of Finance, Ms Saša JAZBEC, the President of the National Assembly, Dr. Milan BRGLEZ and the President of the National Council, Mr Alojz KOVŠCA. The rapporteurs also met the President of the Constitutional Court, Dr. Jadranka SOVDAT and the Human rights Ombudsman, Ms Vlasta NUSSDORFER.

The delegation held discussions with the National Delegation of Slovenia to the Congress and the President of the Association of municipalities of Slovenia, Mr Robert SMRDELJ. The rapporteurs also exchanged views with the Mayor of Ljubljana, Mr Zoran JANKOVIĆ, the Mayor of Koper, Mr Boris Popovič and representatives of the municipality of Ankaran.

The draft report will be examined and submitted for approval at the Monitoring Committee meeting in June 2018, before its submission for adoption by the Congress, at its autumn session in 2018.

Slovenia ratified the European Charter of Local Self Government in 1996. The countries which have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights, which form the European bedrock of local self-government. The Congress of Local and Regional Authorities makes sure that these principles are observed.
