The Congress of Local and Regional Authorities of the Council of Europe is looking for international consultants to reinforce its capacity development activities, contribute to the development of policies and/or legal frameworks and other tasks, in the framework of its statutory and co-operation activities aimed at enhancing the quality of local and regional democracy in member states and neighboring regions.

The Congress is looking for consultants in the following fields of intervention, in both official languages (English and French): Decentralisation and dialogue between central and local level; Open government, citizen participation and prevention of corruption; Roles, powers and responsibilities of local elected representatives; Democratic innovations and deliberative processes ; Human rights at local level and management of migration; Gender equality and mainstreaming; Rejuvenate politics and youth engagement in civic life; Environmental policies and urban-rural interplay; Financial decentralisation and transparent public procurement; E-governance, digitalisation, and artificial intelligence; Monitoring of the European Charter of Local Self-Government; Observation of local and regional elections.

In this respect and in accordance with the applicable regulations, the Congress is organising the international public call for tenders, with the aim of constituting a pool of international consultants via an appropriate framework contract, using the consultants selected from the pool on an as needed basis.

To participate in the call and submit your bids, you must register on the e-procurement platform and carefully read the tender file CdE 2022/AO/37 with detailed information on the deliverables, procedure of bidding and selection of suppliers.
