Starting the process to adapt the Council of Europe HELP course on child-friendly justice into Moldovan legal order

A preparatory workshop for the adaptation of the Council of Europe HELP course on child-friendly justice into Moldovan legal order was organised on 25 January in Chisinau with the National Institute of Justice of the Republic of Moldova.

This workshop is the first step towards launching the HELP course on child-friendly justice in the Republic of Moldova. “From next year, we will include the course as part of our general training curriculum offered to our members”, affirmed Diana Scobioala, Director of the National Institute of Justice.

The aim of the free online course is to strengthen and harmonise knowledge of the relevant ECHR and other European standards on child-friendly justice of legal and other professionals working for and with children. The Council of Europe will support testing the online training with a selected group of Moldovan judges and prosecutors in 2019.

Adaptation and training of the HELP course on child-friendly justice will be implemented in close cooperation with the Romanian Institute of Magistrates to encourage cross-border cooperation between the national training institutions and legal professionals in the two countries.

The workshop was organised as part of the Council of Europe project on Protecting children from sexual exploitation and sexual abuse in the Republic of Moldova, which is implemented in the framework of the Council of Europe Action Plan for the Republic of Moldova (2017-2020). It aims to support the Republic of Moldova in effectively implementing the Council of Europe Convention on the Protection of children against sexual exploitation and sexual abuse (the Lanzarote Convention), strengthen the state response towards child sexual exploitation and sexual abuse and promote child-friendly practices especially for the judiciary.

The European Programme for Human Rights Education for Legal Professionals (HELP) is the only pan-European Network of national training institutions for judges, prosecutors and lawyers in the 47 member states of the Council of Europe. It is an e-learning platform with free on-line courses on human rights and a human rights training methodology for legal professionals.
