Study Visit of a Turkish Delegation to Strasbourg

A Turkish Delegation carried out a study visit to Strasbourg on 25-26 October 2022 within the framework of the European Union-Council of Europe Joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State.

The delegation comprised of 20 participants, including Members of the Board of Administrative Litigation Chambers, member of the 8th Chamber of the Council of State, the Director General, the Deputy Director General, a Head of Department, a seconded Judge of the Directorate General of Legal Affairs, and a seconded Judge of the Secretariat of the Deputy Minister of the Ministry of Justice, the Presidents of the 2nd and 23rd Ankara Administrative Courts, Presidents of Administrative and Tax Litigation Chambers of Regional Administrative Courts and Presidents of Regional Administrative Courts.

Meetings were held with lawyers of the Turkish Division of the Registry of the European Court of Human Rights and the Department for the Execution of Judgments, as well as the representatives of the Secretariat of the Venice Commission and the European Commission for the Efficiency of Justice, the Co-operation Programmes Division, and the Training/HELP Programme of the Council of Europe.

The delegation was provided with information on the mission and work of the mentioned institutions in the field of rule of law and human rights, with a focus on the Turkish context, and participated in the exchange of knowledge and experience.

The study visit was of particular interest as it provided an opportunity for the delegation to explore the Council of Europe standards and practices on administrative justice, in view of the legal reform perspectives in Türkiye.

 

EU-CoE Joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State is co-funded by the European Union, the Council of Europe and the Republic of Türkiye, and implemented by the Council of Europe. The Turkish Ministry of Justice - Directorate General for Legal Affairs is the end beneficiary of the Project. The Central Finance and Contracts Unit is the contracting authority of this Project.
