Introduction

The objective of this activity is to provide policy-makers in the member states with advice on improving their systems and those of employers and vocational training bodies for identifying and validating migrants skills and experience (in particular, those acquired without formal qualification).

The activity implements the Plan of Action of the 8th Council of Europe Conference of European Ministers responsible for Migration (Kiev, September 2008) which called on the Committee of Ministers to enhance the contribution of migrants to their receiving and origin societies through policies that recognise fully their skills and develop their full potential.

Output: (i) Recommendation to member states, (ii) training manual for service providers.
