Introduction

The objective of this activity is to provide policy makers with guidelines on the integration of children of migrants. A select committee of experts on the integration of migrant children (MG-R-IE) has been set up to prepare a proposal for a draft recommendation of the Committee of Ministers.

Terms of reference

The select committee of experts has the following tasks:


Prepare for the attention of CDMG proposals for guidelines on:

  • the integration of newly arrived children of migrants into the educational system;

  • national policies aimed at providing children with adequate language skills at a pre-school level;

  • the means of achieving a successful transition from school to labour market;

  • the situation of migrant children living in segregated/disadvantaged areas.

The select committee is composed of experts from Denmark, Estonia, Finland, Germany, Netherlands, Norway, Sweden, Switzerland and Ukraine.

The expert from Croatia of the Steering Committee for Education (CDED) participates in the work of the select committee.

The European Union and the following organisations are also invited to participate in the work of the select committee of experts:

  • Churches’ Commission for Migrants in Europe (CCME);

  • International Catholic Migration Commission (ICMC).

The terms of reference of the select committee of experts expire on 31.12.2006

Progress

MG-R-IE

The select committee of experts held 2 meetings in 2005. Two meetings took place in April and September. A 5th and final meeting will be held in December 2006.

CDMG

The Committee approved it at its 54th meeting (October 2007) and sent to the Committee of Ministers of the Council of Europe for adoption the draft recommendation on strengthening the integration of children of migrants and of immigrant background.

CM

The Committee of Ministers adopted on 20 February 2008 Recommendation Rec(2008)4 on strengthening the integration of children of migrants and of immigrant background.
