Introduction

The text of Recommendation CM/Rec(2007)9 on life projects for unaccompanied migrant children, as proposed by the European Committee on Migration (CDMG), was adopted by the Committee of Ministers 12 July 2007.

Progress

Program of implementation of life projects at the national level (2009-2010) - Funded by voluntary contributions from Andorra, Belgium (Walloon Region), France and the support of Italy.

  1. Promoting life projects

  2. Inform and train national experts and professionals on life projects - advising on policy objectives and practical applications, techniques to address common challenges, examples of good practice

    • Workshop I - June 4-5 2009, Rome, has allowed to:

      - Train 28 national experts from major countries with a strong presence of unaccompanied migrant minors: Belgium (3 experts), Bulgaria, Spain, France (2 experts), Italy, Norway, Netherlands, Portugal and Switzerland;

      - Exchange information on policies and practices relating to unaccompanied migrants and experiences in this field;avoir un échange d’informations sur les politiques et pratiques relatives aux mineurs migrants non accompagnés et les expériences dans ce domaine ;

      - Initiate a pilot project to develop life projects in the participating countries.

    • Workshop II - 12-13 November 2009, Rome, has allowed to:

      - Evaluate the results of pilot test on implementation projects of life in some participating countries: Belgium, Spain, France, Italy, Norway, Netherlands and Switzerland;

      - Identify the challenges and good practices at national level;

      - Develop measures to extend the experience to other Member States confronted with the phenomenon of migration of unaccompanied minors.

  3. Prepare a training manual on life projects

    A consultant is responsible for preparing a draft manual.

    An excerpt from the handbook has already been translated and distributed to participants of the Workshop I. As a training document, it provided a support during the pilot project at the national level.

    The final text of manual will be available late December 2009.
