It is my pleasure to express my most sincere congratulations on the occasion of the celebration of the Third Summit of Heads of State and Government of the Council of Europe in Warsaw.
Mexico, as a Permanent Observer to the Council of Europe, reaffirms in this occasion its firm commitment with the fundamental principles of the organization: the defense of democracy, the protection of human rights and the preeminence of the rule of law. Moreover, I would like to highlight my hope that this Summit consolidates the European unity concerning such values as peace, freedom, solidarity and respect for diversity.
The Government of Mexico will examine the best means to strengthen its cooperation with the Council of Europe. Thus, the Warsaw Declaration and the Action Plan of this Summit, will represent valuable guidelines for Mexico's future work in its relationship with the Council of Europe and its subsidiary institutions.
I would appreciate it if you could transmit to the European dignitaries gathered in Warsaw my most sincere wishes for the success of this Summit and for the prosperity of all Europeans.
I take this opportunity to reiterate the assurances of my highest consideration.
