Anna Rurka: �Active citizenship must be driven by elected representatives�  [21/10/2015]

The members of the Congress examined a report and a resolution on �Fostering active citizenship by building partnerships with civil society� on 20 October 2015, during its 29th Session. The report's main focus is on implementation of the �Code of good practice for civil participation in the decision-making process� and how to make it more accessible to local and regional authorities. The Code is an initiative of the Council of Europe's Conference of INGOs, adopted in October 2009, and aims to facilitate participation of NGOs in the decision-making process at local, regional and national levels. Having previously pledged to contribute to the promotion of this reference tool, the Congress invited the Conference to review the Code with a view to making it more local authority-friendly. �The Code of good practice for civil participation in the decision-making process, which has benefited from the joint input of our two bodies, must be brought into play�, said Anna Rurka, President of the Conference of INGOs. �But, for this tool to be relevant, we must above all take account of the low level of citizen participation and aspire to governance based on collective efforts, which all too often remains an ideal to be attained�, she added.

Dans le cadre de leur 29�me Session, le 20 octobre 2015, les membres du Congr�s ont examin� un rapport et une resolution sur � D�velopper la participation active des citoyens par un partenariat civile �. Le rapport s�articule principalement autour de l�examen de la mise en �uvre du � Code de bonnes pratiques pour la participation civile dans le processus d�cisionnel � et sur les moyens de le rendre plus accessible aux autorit�s locales et r�gionales. Le code est une initiative de la Conf�rence des OING du Conseil de l�Europe, adopt� en octobre 2009, visant � faciliter la participation des ONG � la prise de d�cision politique aux niveaux local, r�gional et national. Le Congr�s s�est d�j� dit � pr�t � contribuer � la promotion de cet outil de r�f�rence � et a par ailleurs invit� la Conf�rence � r�viser le Code en vue d�en faire un texte plus accessible. � Le code de bonne pratique pour la participation civile au processus d�cisionnel, qui a fait l�objet du travail commun entre nos deux organes doit �tre mobilis� � a d�clar� Anna Rurka, Pr�sidente de la Conf�rence des OING. � N�anmoins, pour qu�il soit un outil pertinent, il faut surtout prendre en compte le faible niveau de participation des citoyens et viser une gouvernance bas�e sur le faire-ensemble qui reste encore souvent un id�al � atteindre � a-t-elle ajout�.
