Local and regional democracy in the Netherlands

The Congress has examined a report of the situation of local and regional democracy in the Netherlands, following a monitoring visit to the country from 14 to 16 May 2013 by Congress rapporteurs Artur Torres Pereira (Portugal, L, EPP/CCE) and Jean-Pierre Liouville (France, R, SOC). In the text adopted on 26 March, which made a positive assessment on the whole, the Congress recommends that the Netherlands authorities define the principle of local and regional self-government in domestic legislation and, as far as possible, in the Constitution, reinforce the “autonomous” and “proper” competences of municipalities and provinces, and strengthen the mechanism of consultation between central government and the municipal and provincial authorities. The Netherlands authorities are also invited to amend the law on municipal and provincial finances and improve local taxation to guarantee local authorities greater autonomy.

Le Congrès a examiné un rapport sur la situation de la démocratie locale et régionale aux Pays-Bas, suite à une visite de suivi dans le pays effectuée du 14 au 16 mai 2013 par les rapporteurs du Congrès Artur Torres Pereira (Portugal, L, PPE/CCE) et Jean-Pierre Liouville (France, R, SOC) Dans un texte globalement positif adopté le 26 mars, le Congrès recommande aux autorités néerlandaises de définir le principe de l’autonomie locale et régionale dans la législation interne et, autant que possible, dans la Constitution, de renforcer les compétences « autonomes et « propres » des communes et provinces, et d’améliorer le mécanisme de consultation entre le pouvoir central et les collectivités. Les autorités néerlandaises sont également invitées à modifier la loi sur le financement des communes et provinces et à améliorer la fiscalité locale afin de garantir plus d’autonomie aux collectivités.
