Jean-Claude FRECON : �100 % of the Charter across 100 % of the European territory: deepening the application of the Charter�  [30/10/2013]

�We have completed the enlargement process; next phase id the deepening� stated Jean-Claude Fr�con, President of the Chamber in his opening communication at the 25th Session of the Chamber of Local Authorities on 30 October 2013 in Strasbourg. He considered the Agenda of the Chamber session; with reports on monitoring local democracy in Ireland, elections observations in Yerevan and in �The former Yugoslav Republic of Macedonia� and a report on the integration of migrants through entrepreneurship reflected the priorities of the new Congress. He added that the Charter by definition is an �� la carte� instrument and that the next aim of the Congress would be, to encourage all members to ratify all the Charter�s provisions through a process of political dialogue, post-monitoring and post-election recommendations.

'' Nous avons achev� le processus d��largissement ; l��tape suivante est celle de l�approfondissement '', a d�clar� Jean-Claude Fr�con, Pr�sident de la Chambre des pouvoirs locaux, dans son discours d�ouverture de la 25e Session de cette Chambre, le 30 octobre 2013 � Strasbourg. Il a soulign� que l�ordre du jour de la session de la Chambre, qui inclut des rapports sur le suivi de la d�mocratie locale en Irlande, sur les observations d��lections � Erevan et dans '' L�ex-R�publique yougoslave de Mac�doine '' et, enfin, sur l�int�gration des migrants par l�entrepreneuriat, refl�te les priorit�s du nouveau Congr�s. La Charte, a-t-il ajout�, est par d�finition un instrument '' � la carte '', et le prochain objectif du Congr�s est d�encourager tous les membres � ratifier la totalit� de ses dispositions, par le biais d�un processus alliant le dialogue politique et les recommandations post-suivi et post-observation d��lections.
