Jose Herrera: �Assisting local councils is not a duty but a must�  [29/10/2013]

�Twenty years have passed since the introduction of the first elections of Local Government in Malta and we shall be putting forward some very important challenges for the future� stated Jos� Herrera, Parliamentary Secretary for Culture and Local Governments in Malta at the 25th Plenary Session of the Congress on 29th October 2013 in Strasbourg. He identified the main objectives of the Maltese government in the field of local government since the last recommendation of the Congress in 2011: less bureaucracy, better governance, wider citizen participation, more consultation and lowering the voting age in local council elections to 16. He also highlighted the importance of the creation of a new platform for young citizens to give them an opportunity to participate in and to contest local elections. He underlined his government�s commitment to improving local democracy in an accountable and transparent manner in Malta.

''Vingt ans se sont �coul�s depuis l�organisation des premi�res �lections municipales � Malte et nous allons devoir relever, � l�avenir, plusieurs grands d�fis'' a d�clar� Jos� Herrera, Secr�taire parlementaire charg� de la Culture et des Collectivit�s locales � Malte, lors de la 25e session pl�ni�re du Congr�s, le 29 octobre 2013, � Strasbourg. Il a recens� les principaux objectifs du Gouvernement maltais en mati�re de pouvoirs locaux depuis la derni�re recommandation du Congr�s en 2011 : moins de bureaucratie, une meilleure gouvernance, une plus large participation des citoyens, une concertation accrue et l�abaissement de l��ge �lectoral � 16 ans pour les �lections municipales. Il a, en outre, soulign� l�int�r�t de cr�er une nouvelle plateforme pour les jeunes citoyens afin de leur donner la possibilit� de participer aux �lections municipales et de s�y pr�senter. Il a soulign� l�engagement de son Gouvernement � am�liorer la d�mocratie locale de mani�re responsable et transparente � Malte.
