Declaration of the Bureau on the arrest of Ilgar Mammadov  [18/03/2013]

During its meeting on 18 March 2013, the Congress Bureau adopted a declaration expressing its deep concern at the recent arrest of Ilgar Mammadov, Director of the Baku School of Political Studies, as well as the decision taken by the Baku Court of Appeal on 8 March not to release him. It called on the authorities of Azerbaijan to respect the fundamental principles and legally-binding standards of the European Convention on Human Rights, which they undertook to uphold when joining the Council of Europe. It also draws attention to the recommendation regarding the situation of local and regional democracy in Azerbaijan adopted in October 2012, after a monitoring visit to the country which stressed the virtual non-existence of local self-government and the strong supervision of municipalities by state bodies.

Lors de sa r�union du 18 mars 2013, le Bureau du Congr�s a adopt� une d�claration exprimant sa vive pr�occupation apr�s l�arrestation r�cente d�Ilgar Mammadov, directeur de l�Ecole d��tudes politiques de Bakou, et la d�cision du 8 mars de la Cour d�appel de Bakou de ne pas le lib�rer. Il a appel� les autorit�s azerba�djanaises � respecter les principes fondamentaux et les normes juridiquement contraignantes de la Convention europ�enne des droits de l�homme, qu�elles se sont engag�es � d�fendre lors de leur adh�sion au Conseil de l�Europe. Il a �galement rappel� sa recommandation relative � la situation de la d�mocratie locale et r�gionale en Azerba�djan adopt�e en octobre 2012, apr�s une visite de suivi dans le pays, qui souligne l�absence presque totale d�autonomie locale et le contr�le �troit des municipalit�s par les organes de l�Etat.
