“Fostering Active citizenship”: the debate highlights the risks of declining citizen participation  [27/03/2013]

During the 24th Session, 19 March 2013, a topical debate was held to examine the question of active citizen participation. Split into two sections - “Making local democracy thrive” and “Involving the community: new forms of democratic participation”-, the debate highlighted the risks faced by democracy which are caused by declining citizen’s participation. Blanca Solans Garcia, Director General of citizen’s participation, External Activities and Co-operation, Government of Aragón, Spain, and Katharina Wallenborg, Municipal commissioner with responsibility for democracy and equality, Huddinge, Sweden presented some of the initiatives which have been implemented in their communities. Furthermore, the role of social society was highlighted by Joe Irvin, Chief Executive of NAVCA (National Association for Voluntary and Community Action), United Kingdom and Fionn Greig, youth worker and participant in the Enter! project, United Kingdom.

« Développer la participation active des citoyens » : le débat met l’accent sur les risques du désengagement des citoyens  [27/03/2013]

Lors de la 24e session, le 19 mars 2013, la question de la participation active des citoyens a été examinée dans le cadre d’un débat d’actualité. Décliné en deux parties intitulées, d’une part, « Pour une authentique démocratie partageé », et, d’autre part « De nouvelles formes de participation démocratique pour des citoyens engagés », le débat a mis l’accent sur les risques du désengagement des citoyens pour la démocratie. Blanca Solans Garcia, Directrice Générale de la participation citoyenne, activités extérieures et coopération, Gouvernement d’Aragón, Espagne, et Katharina Wallenborg, Conseillère municipale en charge de la démocratie et de l’égalité, Huddinge, Suède ont présenté des initiatives mises en œuvre dans leurs collectivités. En outre, le rôle de la société civile a été souligné à travers les contributions de Joe Irvin, Directeur Exécutif de NAVCA (Association nationale pour l’action bénévole et communautaire), Royaume-Uni, et de Fionn Greig, travailleur de jeunesse et participant au projet « Enter ! », Royaume-Uni.
