Monitoring of local and regional democracy in Italy

A report and a recommendation on the situation of local and regional democracy in Italy were debated in the framework of the 24th Session of the Congress. The Rapporteurs, Knud ANDERSEN (Denmark, R, ILDG) and Marina BESPALOVA (Russian Federation, L, EPP/CCE) welcomed the fact that the principle of local self-government is enshrined in the Italian Constitution, along with a new chapter on Regions, Provinces and Municipalities. However the Rapporteurs noted serious issues as regards to the competences, the independence and finances of local authorities in general and encouraged the Italian authorities to complete the reform project launched over a decade ago.
Lastly, the rapporteurs encourage the Italian authorities to sign and ratify the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority (CETS No. 207) in the near future.
Suivi de la démocratie locale et régionale en Italie

Un rapport et une recommandation sur la situation de la démocratie locale et régionale en Italie ont été examinés lors de la 24e Session du Congrès. Les rapporteurs, Knud ANDERSEN (Danemark, R, GILD) et Marina BESPALOVA (Fédération de Russie, L, PPE/CCE), saluent l’inscription du principe de l’autonomie locale dans la Constitution italienne, ainsi que l’inclusion dans cet instrument d’un nouveau chapitre sur les régions, les provinces et les municipalités. Toutefois, les rapporteurs signalent de graves problèmes concernant les compétences, l’indépendance et les finances des collectivités locales en général, et encouragent les autorités italiennes à mener à son terme le projet de réforme engagé il y a plus de dix ans. Enfin, les rapporteurs encouragent les autorités italiennes à signer et ratifier, dans un avenir proche, le Protocole additionnel à la Charte européenne de l’autonomie locale sur le droit de participer aux affaires des collectivités locales (STCE n° 207).
