Congress calls for action plan to improve grassroots democracy in Azerbaijan  [18/10/2012]

A resolution and recommendation on the situation of local and regional democracy in Azerbaijan were debated on 17 October, at the 23rd Congress Session. The report, presented by the co-rapporteurs Jos Wienen, The Netherlands (L, EPP/CD) and Gudrun Mosler-T�rnstr�m, Austria, (R, SOC), assesses the developments in grassroots democracy in Azerbaijan since the Congress�s monitoring report of 2003. The Congress welcomed the creation of three national associations of local authorities, but regretted that they do not enjoy an active role in representing municipal interests. However, the report observed that most of the recommendations addressed in 2003 to the national authorities have not been implemented and that no timeline exists for their implementation. Furthermore, the report expressed serious concerns with regard to the non-compliance with most of the provisions of the European Charter of Local Self Government, ratified by Azerbaijan.   (More...)

Une r�solution et une recommandation sur la situation de la d�mocratie locale et r�gionale en Azerba�djan ont �t� d�battues le 17 octobre, � la 23e session du Congr�s. Le rapport, pr�sent� par les corapporteurs Jos Wienen, Pays-Bas (L, PPE/DC) et Gudrun Mosler-T�rnstr�m, Autriche (R, SOC), fait le bilan de l��volution de la d�mocratie locale en Azerba�djan depuis le rapport de suivi �tabli par le Congr�s en 2003. Le Congr�s se f�licite de la cr�ation de trois associations nationales de collectivit�s locales mais regrette qu�elles ne jouissent pas d�un r�le actif dans la repr�sentation des int�r�ts des municipalit�s. Toutefois, le rapport observe que la plupart des recommandations adress�es aux autorit�s nationales en 2003 n�ont pas �t� mises en �uvre et qu�aucun calendrier n�a �t� fix� pour leur prise en compte. En outre, les r�dacteurs se disent tr�s inquiets du non-respect de la majorit� des dispositions de la Charte europ�enne de l�autonomie locale, ratifi�e par l�Azerba�djan.   (More...)
