Congress calls for action plan to improve grassroots democracy in Azerbaijan

A resolution and recommendation on the situation of local and regional democracy in Azerbaijan were debated on 17 October, at the 23rd Congress Session. The report, presented by the co-rapporteurs Jos Wienen, The Netherlands (L, EPP/CD) and Gudrun Mosler-Törnström, Austria, (R, SOC), assesses the developments in grassroots democracy in Azerbaijan since the Congress’s monitoring report of 2003. The Congress welcomed the creation of three national associations of local authorities, but regretted that they do not enjoy an active role in representing municipal interests. However, the report observed that most of the recommendations addressed in 2003 to the national authorities have not been implemented and that no timeline exists for their implementation. Furthermore, the report expressed serious concerns with regard to the non-compliance with most of the provisions of the European Charter of Local Self Government, ratified by Azerbaijan.

Une résolution et une recommandation sur la situation de la démocratie locale et régionale en Azerbaïdjan ont été débattues le 17 octobre, à la 23e session du Congrès. Le rapport, présenté par les corapporteurs Jos Wienen, Pays-Bas (L, PPE/DC) et Gudrun Mosler-Törnström, Autriche (R, SOC), fait le bilan de l’évolution de la démocratie locale en Azerbaïdjan depuis le rapport de suivi établi par le Congrès en 2003. Le Congrès se félicite de la création de trois associations nationales de collectivités locales mais regrette qu’elles ne jouissent pas d’un rôle actif dans la représentation des intérêts des municipalités. Toutefois, le rapport observe que la plupart des recommandations adressées aux autorités nationales en 2003 n’ont pas été mises en œuvre et qu’aucun calendrier n’a été fixé pour leur prise en compte. En outre, les rédacteurs se disent très inquiets du non-respect de la majorité des dispositions de la Charte européenne de l’autonomie locale, ratifiée par l’Azerbaïdjan.
