Local democracy is a cornerstone of democratic life in Finland

In a report, presented by Jean-Louis Testud (France) and adopted at the 21st Plenary Session, the Congress noted with satisfaction that local democracy is a cornerstone of democratic life in Finland, with the legitimacy of the exercise of power firmly rooted in the principles of subsidiarity and local democracy. “I am pleased to see that the Charter of Local Self-Government is applied to the letter and that Finland has an exemplary culture of consultation and involvement of local authorities by central government”, Mr Testud stated. The Congress invited the Finnish authorities to continue “to take steps to limit local deficits” so as to avoid budgetary imbalances in certain municipalities.

La démocratie locale, un véritable fondement de la vie démocratique en Finlande

Dans un rapport présenté par Jean-Louis Testud (France) et adopté à la 21e Session, le Congrès a noté avec satisfaction que la démocratie locale était un véritable fondement de la vie démocratique en Finlande et que la légitimité de l'exercice du pouvoir était ancrée dans les principes de la subsidiarité et de la démocratie locale. « Je suis heureux de voir que la Charte européenne de l’autonomie locale est appliquée à la lettre et qu'il existe en Finlande une culture exemplaire de consultation et d’implication des autorités locales par le gouvernement central », a déclaré M. Testud. Le Congrès a appelé les autorités finlandaises à poursuivre « les efforts entrepris pour limiter les déficits des collectivités locales » afin d’éviter des déséquilibres budgétaires dans certaines municipalités.
