Promoting local and regional democracy through regular dialogue with governments
European flagAs part of its monitoring of regional democracy in Europe, the Congress maintains a regular dialogue with member states of the Council of Europe. The Committee of Ministers, which includes the 47 Foreign Ministers of these states, the Conference of Ministers responsible for local and regional authorities, as well as its Steering Committees - like the one on Local and Regional Democracy (CDLR) - are partners in this regard.

Several times a year, the President and the Secretary General of the Congress provide the representatives of the member states in the Committee of Ministers with a record of its activities and hold an exchange of views.

The Congress also has direct contacts and exchanges with national governments, in particular, on the occasion of official visits in the member states, or during follow-up visits or observation of local and regional elections.

Bilateral meetings between the President of the Congress and the authorities of the Czech Republic Secretary General Andreas Kiefer presents the Congress activity report for the period from December 2016 to mid-April 2017

Gudrun Molsler-Törnström, President of the Congress Gudrun Mosler-Tornstrom held bilateral meetings in Prague on 15 June with the Czech Minister of Foreign Affairs Lubomir Zaroalek, the Vice-Chairman of the Foreign Affairs Committee of the Chamber of Deputies, Jana Fischerova and the Deputy-Minister of Interior Petr Misna. The meetings were organised during the Czech chairmanship of the Committee of Ministers. The Congress President highlighted the importance for the Congress to develop a political dialogue with the governments of the member States during their chairmanships. She also stressed the importance for the Congress to have a good cooperation with the national associations of local and regional authorities, which can help to implement the Congress' recommendations and give the Congress' work greater visibility in the member States. After the meetings, the President went to chair the meeting of the Bureau of the Congress in the capitale city of Moravia, Brno, at the invitation of the Czech Union of Towns and Municipalities and the Mayor of Brno.

Andreas Kiefer, Secrétaire Général du CongrèsThe 32nd session of the Congress and the work carried out by the Congress of Local and Regional Authorities of Europe since the end of November 2016 were the subject of a communication to the Ministers' Deputies on Wednesday 19 April. Secretary General Andreas Kiefer stressed the importance of the debates held during the Session on the situation of local and regional democracy in several member states in the presence of the ministers of these countries (Estonia, Finland, Iceland and Malta). "The participation of state representatives in the debates shows the relevance of the political dialogue to give concrete follow-up to the Congress's recommendations," he said, adding that "more and more member states view the work of the Congress as a positive contribution to their reforms ". He also mentioned the debates on the role of local and regional authorities in relation to migration, the Congress's fact-finding mission on the situation of local elected representatives in Turkey, the fight against anti-Gypsyism, the Southern Partnership (In the presence of delegations from Tunisia and Morocco), the observation of several local elections, as well as on the assessment of the implementation of the European Charter of Local Self-Government by the 47 member states through both a comparative analysis of its implementation and an analysis of the recurring issues identified in assessments following monitoring and election observation missions. All the work carried out between the end of November 2016 and April 2017 is compiled in an activity report available in English and French on the Congress website.
