Jose Herrera: “Assisting local councils is not a duty but a must”

“Twenty years have passed since the introduction of the first elections of Local Government in Malta and we shall be putting forward some very important challenges for the future” stated José Herrera, Parliamentary Secretary for Culture and Local Governments in Malta at the 25th Plenary Session of the Congress on 29th October 2013 in Strasbourg. He identified the main objectives of the Maltese government in the field of local government since the last recommendation of the Congress in 2011: less bureaucracy, better governance, wider citizen participation, more consultation and lowering the voting age in local council elections to 16. He also highlighted the importance of the creation of a new platform for young citizens to give them an opportunity to participate in and to contest local elections. He underlined his government’s commitment to improving local democracy in an accountable and transparent manner in Malta.

''Vingt ans se sont écoulés depuis l’organisation des premières élections municipales à Malte et nous allons devoir relever, à l’avenir, plusieurs grands défis'' a déclaré José Herrera, Secrétaire parlementaire chargé de la Culture et des Collectivités locales à Malte, lors de la 25e session plénière du Congrès, le 29 octobre 2013, à Strasbourg. Il a recensé les principaux objectifs du Gouvernement maltais en matière de pouvoirs locaux depuis la dernière recommandation du Congrès en 2011 : moins de bureaucratie, une meilleure gouvernance, une plus large participation des citoyens, une concertation accrue et l’abaissement de l’âge électoral à 16 ans pour les élections municipales. Il a, en outre, souligné l’intérêt de créer une nouvelle plateforme pour les jeunes citoyens afin de leur donner la possibilité de participer aux élections municipales et de s’y présenter. Il a souligné l’engagement de son Gouvernement à améliorer la démocratie locale de manière responsable et transparente à Malte.
