Congress determined to continue supporting second-tier local authorities

A resolution and a recommendation on “Second-tier local authorities - intermediate governance in Europe” were debated and adopted at the 23rd Congress Session today. Concerned that the current economic crisis is inciting some governments to re-organise their territorial architecture with hasty reforms that risk doing lasting damage to local and regional democracy, the Congress is determined to intensify its efforts to ensure that territorial reforms are carried out for the benefit of citizens and in full consultation with all levels of government. “It is important to restate the need for citizens to be able to have their say and directly elect their political representatives”, said Rapporteur Emilio Verrengia (Italy, EPP/CD), underlining that intermediate or second-tier local authorities have a well-established role in many Council of Europe member states, and provide an important level of accountability.

Le Congrès se déclare prêt à intensifier son soutien aux collectivités locales de second niveau

Une résolution et une recommandation sur « Le second niveau des collectivités locales - gouvernance intermédiaire en Europe » ont été débattues et adoptées lors de la 23e session du Congrès aujourd'hui. S'inquiétant de ce que la crise économique actuelle incite certains gouvernements à réorganiser leur architecture territoriale en engageant, de manière précipitée, des réformes qui risquent de nuire durablement à la démocratie locale et régionale, le Congrès a décidé d'intensifier ses efforts pour garantir que les réformes territoriales seront mises en œuvre à l'intention des citoyens et en pleine consultation avec tous les niveaux de gouvernement. « Il importe de réaffirmer la nécessité pour les citoyens de pouvoir s’exprimer et élire directement leurs représentants politiques », a déclaré le Rapporteur Emilio Verrengia (Italie, PPE/DC), soulignant que les collectivités locales intermédiaires ou de second niveau ont un rôle bien établi dans nombre d'Etats membres du Conseil de l'Europe et assurent un haut niveau de responsabilité.
