The Budget Committee is an advisory body of the Council of Europe on administrative and financial matters. It advises on such issues as: the draft Programme and Budget of the Organisation, the progress review report on its implementation, the annual accounts of the Organisation, and human resources and pension issues.

It is composed of 13 members and 13 substitute members. They are independent experts appointed by the Committee of Ministers.
