The objective of the talks, which took place in Vilnius on 1 April 2019, was to discuss the implementation of the CPT’s recommendations concerning the prison system, as set out most recently in the report on the Committee’s ad hoc visit to Lithuania in April 2018.

The CPT’s representatives were Marzena Ksel and Costakis Paraskeva (members of the Committee) and Borys Wódz, Head of Division at the CPT’s Secretariat.

They met Elvinas Jankevičius, Minister of Justice, and senior officials from his Ministry including those in charge of the Prison Department and prison health-care services.
