The Commissioner can address communications to the Committee of Ministers of the Council of Europe, which supervises the execution of judgments of the European Court of Human Rights.

This possibility was introduced in 2017 when the Committee of Ministers amended its Rules for the supervision of the execution of judgments and of the terms of friendly settlements.
