Study visit of staff of the Romanian Supreme Council of Magistracy

On 21 – 25 November, a delegation from the Romanian Supreme Council of Magistracy Directorate for European and International Affairs and Programmes participated in a study visit at the Council of Europe.

The visit focused on the execution of ECtHR judgments of relevance for the judicial and/or prosecutorial activity in Romania, concerning for example investigations and proceedings into domestic and sexual violence against women and children, hate crime and hate speech, deaths or ill treatment inflicted by State agents, or the judicial protection in the field on non-voluntary measures in mental healthcare. It provided a deeper insight into the Council of Europe standards in the selected areas, the work of relevant monitoring bodies and the Council of Europe expertise in co-operation activities and how these may inform and support the authorities’ execution efforts. Exchanges were also held on the activities of the Council of Europe expert bodies which promote and support the functioning of the justice systems (see below).

Meetings were held with Ms Iulia Motoc, Judge at the European Court, elected in respect of Romania, and staff from the Registry of the European Court and from the secretariats of the Group of Experts on Action against Trafficking in Human Beings, the European Commission against Racism and Intolerance, the European Commission for the Efficiency of Justice, the European Committee for the Prevention of Torture, the Consultative Councils of European Judges and of European Prosecutors, the Venice Commission, the Committee of the Parties to the Lanzarote Convention, the Steering Committee for Human Rights in the fields of Biomedicine and Health, the Programme on Human Rights Education for Legal Professionals (HELP), and the units for Innovative Solutions for Human Rights and Justice, Sexual Orientation and Gender Identity and Cooperation in Police and Deprivation of Liberty.

The study visit was organised jointly by the Implementation of Human Rights, Justice and Legal Co-operation Standards Department and the Department for the Execution of Judgments.
