Tilbage Council of Europe anti-torture Committee publishes report on Albania

The Council of Europe’s Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has published today the report on its most recent visit to Albania carried out in November 2018.

During its visit, the CPT examined the treatment and conditions of detention of persons in police custody and of inmates in several prison establishments, as well as the situation of civil and forensic psychiatric patients. In addition, the CPT’s delegation visited, for the first time in Albania, an immigration detention centre.

The main findings and conclusions of the CPT are set out in the Executive Summary of the report.

The report has been made public under an automatic publication procedure recently introduced by the Albanian Government.[1] Concerning this decision, Mykola Gnatovskyy, President of the CPT, stated: “On behalf of the CPT, I welcome the Albanian Government’s decision to authorise prompt publication of visit reports and Government responses, which is a clear sign of the commitment of the Albanian authorities to implement the CPT’s recommendations. It will also enable all interested parties at the national and international levels to contribute effectively to this end. Albania is the eleventh member State that has agreed to introduce an automatic publication procedure. I hope that other countries will follow this practice.


[1] According to this procedure, all CPT reports on visits to Albania and the related Government responses shall be published without a need for specific authorisation. The Albanian Government reserves the right to exceptionally delay a publication for a maximum of six months.
