Communications to the Committee of Ministers: When and How?

The Execution Department launched a new webpage to enhance the engagement of national human rights institutions (NHRI) and nongovernmental organisations (NGO) in the execution process.  

The new webpage provides information on how and when to address communications to the Committee of Ministers. It includes a timetable to facilitate the timely submission of communications.

Under Rule 9§2, the Committee of Ministers is entitled to consider communications from NHRIs and NGOs with regard to the implementation of the Strasbourg Court’s judgments.  

In addition, HUDOC-EXEC has been upgraded and enriched with filters that enhance the follow-up to the execution process. Lastly, RSS feeds are now available in order to inform about new state action plans, action reports or communications received in a case concerning a particular country.
