Declaration contained in a letter from the Minister of Foreign Affairs of Latvia, dated 17 May 1999, registered at the Secretariat General on 1 June 1999 - Or. Engl.

In accordance with paragraph 3 of Article 12 of the Charter, the Republic of Latvia declares itself bound by the following additional Articles:

- Article 6, paragraph 2,
- Article 7, paragraph 2,
- Article 9, paragraph 4.

According to the Article 12 of the European Charter of Local Self-Government, the Republic of Latvia declares itself bound by the following Articles:
