The Monitoring Committee adopted reports on the situation of local democracy in Belgium, Sweden and Denmark

The Congress Monitoring Committee met remotely on 14 September 2022. The meeting was opened by Gudrun Mosler-Törnström (Austria SOC/V/DP), Chair of the Monitoring Committee.

The Committee members adopted draft reports on the application of the European Charter of Local Self-Government in Belgium, Sweden and Denmark. The rapporteurs presented recent developments regarding local and regional self-government in these three countries and an analysis of the implementation of the Charter, article by article. These reports will be debated for adoption at the 43rd Session of the Congress to be held in Strasbourg, France, from 25 to 27 October 2022.

Furthermore, the Committee held an exchange of views and adopted a preliminary draft resolution to endorse the revised Code of Good Practice on Referendums, adopted by the Venice Commission and the Council for Democratic Elections.  This resolution encourages the authorities to implement the guidelines and good practices as defined by the Venice Commission, which are also reflected in the Congress report on referendums at local level adopted in 2021.

Also on the agenda was an exchange on the situation of local and regional democracy in the Republic of Moldova in the context of the implementation of the roadmap and the post-monitoring political dialogue between the Congress and the Moldovan authorities.
