The relationship between elected representatives, citizens, civil society and political authorities is evolving. While traditional linkages between citizens and politicians are weakening, e‑tools, including Internet, social media sites and open data, can help mobilise voters, increase citizen participation in new and different ways to improve public service delivery, foster innovation and economic growth, and strengthen democracy.

The Governance Committee of the Congress is responsible for legal and political issues regarding e-democracy and e-governance. In particular it considers questions related to the impact of the increasing use of e-media on the work of political representatives at local and regional levels, the use and re-use of open data and the development of smart cities.

Seminar 'Deepening democracy with e-media'
A Seminar entitled 'Deepening democracy with e-media' will be held on Thursday, 27 March in the afternoon. It will be structured around three debates on “Open Data for transparency in local government ', 'Web applications for voters' and “Combining on-line and off-line local democracy.' The seminar will be opened by Karl-Heinz Lambertz, Chair of the Congress Governance Committee, and by Leo Aadel (Estonia, ILDG) and Annemieke Traag (Netherlands, ILDG), co-rapporteurs of the Congress on e-democracy . It will be an opportunity to discuss the experience of Cambridge City Council (United-Kingdom) in the use of open-data, the development of a web application 'Election Compass' in the Netherlands and the combination of e-democracy with traditional methods of democracy in Estonia. The discussions of the seminar will be the basis for the preparation of a report on e-democracy prepared by the Governance Committee of Congress.
