Anders Knape, President of the Chamber of Local Authorities and Vice-President of the Congress introduced the National Conference for Local Governance organised by the Government of Albania and the Albanian Ministry of State on Local Issues, in co-operation with the Congress and other international stakeholders and donors, on 30 October in Tirana. The same day, he also addressed the participants of the session on “The role of Associations in the Local Government Reforms”, in his capacity of Thematic Rapporteur of the Congress on consultation of local authorities. Andreas Kiefer, Secretary General of the Congress opened this session, as moderator. He stressed that consultation of local and regional authorities and associations by the central level is a core principle of the Charter for effective local democracy.
