Breda PEČAN at NALAS General Assembly: “Our common mission is to respond to challenges faced by local communities“

“Associations of local and regional authorities have always been the Congress’ key interlocutors in member states, and NALAS was created to represent and defend their interests in South-East Europe”, stressed Congress Vice-President Breda PEČAN (Slovenia, SOC) addressing the General Assembly of the Network of Associations of Local Authorities of South-East Europe (NALAS), in Brdo (Slovenia), on 18 April 2018.  She recalled that NALAS and the Congress share common interests and objectives: responding to the challenges local authorities and their national associations are facing. ‘’These challenges have been evolving indeed over the past decade, which saw the consequences of the economic crisis, the growing threat of terrorism and radicalisation, the implications from increasing migration and most importantly, a crisis of democracy and a loss of citizens’ trust’’ underlined Breda PEČAN.

We need stronger co-operation with such networks as NALAS to multiply the impact of our efforts in meeting those challenges”, said Vice-President PEČAN while pointing out the existing synergies between the work of NALAS and the Congress. “For South-East Europe in particular, there is a number of new initiatives being launched that call for our co-operation. The Council of Europe is considering new projects in Moldova and Bosnia and Herzegovina, the European Committee of the Regions is operating a working group on Western Balkans, the European Commission has announced plans for new actions for the Western Balkans as well, and the Congress has recently established a reflection group on the situation in Mostar”, Breda PEČAN added.

Finally, the General Assembly provided an opportunity to discuss the results achieved in 2017 and agreed on the 2018 work plan and budget, to re-affirm the NALAS representation and advocacy role and to elect its President as per the one-year rotation presidency system.
