"Relations and co-operation of cities and regions with counterparts in other countries complement the traditional foreign policy of states. Bilaterally or in European associations thematic issues can be addressed and projects be implemented. In addition institutional fora like the Congress of Local and Regional Authorities of the Council of Europe serve as a platform for transfer of know-how and establishing contacts to develop concrete activities", Congress Secretary General Andreas Kiefer stated in Odessa, Ukraine, on 18 October 2018.

Among the success factors for result oriented external relations of cities and regions Andreas Kiefer identified a clear commitment of the political leaders and dedicated capacities in the administration, a strategy and concept, a long term perspective, inclusion of all stakeholders like the business community, academia and civil society.

Andreas Kiefer encouraged the Ukrainian authorities to consider to become a full member of the Enlarged Partial Agreement on Cultural Routes, as this would open new possibilities for the cities and regions to preserve and showcase their unique cultural heritage and develop initiatives for quality tourism with positive sustainable effects also for the creation of employment and renewing infrastructure.

In the spirit of decentralisation, the Diplomatic Academy of Ukraine, supported by international partners, organised a week of lectures and discussions about opportunities for local and regional authorities in co-operation with partners abroad. On the premises of the Cypriot Honorary Consulate experts from across Ukraine came together to develop their capacities in this field.
