Clasens v. Belgium

In October 2021, the Federal Institute for the Protection and Promotion of Human Rights (IFDH) and the Central Supervisory Board of Prisons (CCSP) submitted a joint communication to the Committee in the Clasens group of cases. 

They indicate that strikes by prison officers last in practice several days, occuring one after the other by different unions, without meeting the conditions set out by the law of 23 March 2019 to guarantee the rights of detainees (the law provides for a requisition of personnel when necessary, and for strikes lasting more than two days). These two institutions also indicate that the examination of this law has not yet taken place, despite the fact that it was expected to occur no later than one year after its entry into force.
