Expert-discussion on “The Impact of Artificial Intelligence on doctor-patient relationship”

On 24 October, the expert-discussion on “The Impact of the Artificial Intelligence on doctor-patient relationship” was organized with the participation of different Armenian government agencies in hybrid format.

The main purpose of the expert-discussion was to discuss the human rights and ethical aspects, the risks and benefits of the use of artificial intelligence in medicine with a particular focus on doctor-patient relationships, as well as to identify some possible avenues for policy improvements in the use of Artificial Intelligence in healthcare. A new report on “The impact of Artificial Intelligence on the doctor-patient relationship”, prepared within the framework of the Council of Europe Strategic Action Plan on Human Rights and Technologies in Biomedicine (2020-2025) provided a basis for the discussion. The report underlines the impact of the Artificial Intelligence on doctor-patient relationship namely with regard to the human rights principles enshrined in the European Convention on Human Rights and Biomedicine, otherwise known as the “Oviedo Convention”.

The expert-discussion was opened by Laurence Lwoff, Head of the Human Rights and Biomedicine Division of the Council of Europe.

Suren Krmoyan, international consultant of the Council of Europe Project on “Protection of Human Rights in Biomedicine”, presented the legal aspects of the “Artificial Intelligence in healthcare services”. The discussion which followed addressed the current reforms of the Government of RA in the field of healthcare with regards to the usage Artificial Intelligence.

The main findings and recommendations of the report on “The Impact of the Artificial Intelligence on doctor-patient relationship” was made by Brent Mittelstadt, author of the report, Senior Research Fellow and Director of Research at the Oxford Internet Institute, University of Oxford, United Kingdom.

At the end of the discussion, it was decided to create a platform with the technical support of the Council of Europe to discuss and develop policy recommendations and regulations on the use of Artificial Intelligence in healthcare.

The expert-discussion was organized within the framework of the Council of Europe Project on “Protection of Human Rights in Biomedicine” which is implemented within the Council of Europe Action Plan for Armenia 2019-2022.
