Workshop on E-Learning Platform on Good Governance and Training on Monitoring and Evaluation of Programmes for Professional Development in LSG

In a series of closing events under the Partnership for Good Governance’ Theme on Strengthening Institutional Frameworks for Local Governance, a regional meeting on Monitoring and Evaluation of Programmes for Professional Development in LSG and a workshop on ELearning Platform on Good Governance took place in Vienna on 30 November – 1 December 2017. The meeting gathered high-level representatives of all Eastern Partnership countries and allowed to voice the lessons learnt from the current phase of the PGG implementation, assess progress and discuss the way forward after completion of the project.

The methodology for monitoring and evaluation of training programmes in LSG developed in co-operation with ISIG was proposed for discussion and a tailor-made training was conducted to gather insights with a view to adjusting the methodology in order to make is useful and applicable in all Eastern Partnership countries. The participants agreed that a structured approach to the multitude of trainings and similar activities implemented by the different actors in the LSG area is an efficient way forward in streamlining the reforms. It was proposed to envisage a set of specific activities in the EaP countries to work on developing of training needs assessments, training needs strategies and the methodology for monitoring and evaluation of training programmes would be a culminating touch in such national strategy. Such comprehensive approach and a specific project to support its development and implementation could be one of the pillar of future co-operation to support the on-going reforms in the EaP countries.

All participants agreed that an E-learning tool on the CoE Twelve Principles of Good Governance presents a valuable instrument that could make part of the national training strategies and even could be introduced as a part of standard curriculum in the PA Schools. The E-Tool is being currently finalised and shall be available by the end of the Project. As a part of the future activities, an adjustment of this instrument to the national contexts and further use for in-service trainings for both central and local officials was suggested by the participants, who suggested they will already report it to their Governments upon their return.

The event was organised under the Programme "Strengthening Institutional Frameworks for Local Governance in the Eastern Partnership countries" under the Partnership for Good Governance (former PCF) for 2015-2017 funded by the European Union and co-funded by the Council of Europe
