Background

The European Union and Council of Europe (CoE) Joint Project on Supporting national efforts in prevention and combating discrimination in Moldova (the Project) is part of the Partnership for Good Governance.

Duration of the Project: July 2015 – December 2017

The objectives of the Project are:

  1. To contribute to the enhancement of human rights protection and strengthening of anti-discrimination in Moldova;
  2. To support the alignment of Human Rights policies and practice by ensuring compliance of legislative and regulatory frameworks with European standards and capacity–building for legal professionals and National Human Rights Institutions.

Assignment and expected deliverables

The Project is seeking to contract a qualified company to take part in the implementation of the awareness raising campaign (hereinafter: the Activity) which would target inhabitants of the Republic of Moldova. The aim of the Activity is to raise awareness of the broader public about the consequences of perpetuating discriminatory practices as well as mechanisms in place to tackle them.

Selected company is expected to design and implement the following effective communication/information activities:

 

  1. Develop the script and produce 1 (one) video spot on non-discrimination in Romanian language.

Estimated length of video spot should be up to 30 seconds. Video spots shall be produced and submitted in MP4 format and in Full HD resolution. Upon request, the video spot should be converted into the appropriate format for further broadcasting. Animated based scenario won’t be considered.

 

  1. Dub the video spot and translate inscriptions into Russian language.

 

  1. Develop an audio spot in Romanian and Russian languages based on the script of the video spot from point 1.

Estimated length of audio spot is up to 30 seconds. These should be delivered in Mp3 format.

 

  1. Design an electronic banner in Romanian and Russian languages and place them on social networks and news websites.

One electronic banner will carry on a message in Romanian language and the other banner will carry on the same message in Russian language. The message displayed on the banners must not be too long, must be easy to read, perceivable and convincing. The banners shall be in line with the messages of the campaign or repeating it. The banner should be placed during 2 (two) months on two social networks (Facebook and Odnoklassniki) and on three popular news website of the Republic of Moldova.

 

All communication products shall be designed in line with the Council of Europe (hereinafter CoE) visual guidelines and brand book, and delivered upon the acceptance of the Council on the Prevention and Elimination of Discrimination and Ensuring Equality of the Republic of Moldova (hereinafter Equality Council) and final acceptance by the CoE.

The selected company will work in close collaboration with the CoE staff and the Equality Council regarding the message, approval, video formatting, etc.

Materials should preserve the same visual and vocal (songs, jingles, tunes etc.) identity. Design of the materials should incorporate official logo of the CoE and the Equality Council as the only beneficiary.

The campaign is expected to have an integrated, modern and attractive approach. The messages must be conveyed to the targeted audience in the most clear and concise way, using common and most accessible language.

For the performance of works the selected company is expected to closely cooperate with the CoE and Equality Council on development of concrete content and take into account available communication strategies, public opinion polls and other materials.

 

Timeframe

The final version of the communication materials should be submitted to the CoE by 15.10.2017. The communication material should be placed on social networks and news websites in the period November 2017- April 2018 (the timeframe of placement is subject to extension).

 

Eligibility

Successful bidder must meet the following qualification requirements:

  • Being a legally registered entity;
  • At least 5 years of experience in public relations and media production;
  • Experience in developing editorial and thematic based content dealing with social and/or governance issues;
  • Experience in developing creative content for social campaigns in the domain of Equality and Non-discrimination.

 

Failure to comply with the above-mentioned minimum requirements will constitute a reason for disqualification.

 

Application procedure

The applicants should submit:

  • The draft script scenario proposals of the video and audio spots on combating discrimination;
  • The general concept of the electronic banner;
  • The detailed budget of provided services;
  • Short background of the company including the emphasis on similar activities done in the past.

 

Award criteria

  • 30% Financial offer
  • 70% Capacity to respect the requirements of the assignment and capacity to present the application in a clear and concise language.

 

Important notices:

  1. The quotation shall be calculated in EUR, excluding VAT; the VAT amount should be indicated in a separate line;
  2. Upon the request of the selected company, the payment of the contract can be done in 2 (two) installments, as follows:
  • 50% of the contract value is to be paid by the CoE within 14 calendar days after the concept of the campaign is agreed and the contract between the two parties is signed;
  • The balance shall be paid by the CoE after signing the Act of acceptance of the products by the CoE and the Service Provider, and within 30 calendar days upon presentation of the final detailed invoices.

 

Submissions and deadline

The bidder’s proposals shall not exceed the budget of EUR 20 000.

Only shortlisted bidders will be invited to present their scenario proposals to the CoE and the Equality Council.
