Права женщин и гендерное равенство
В Европе реализация прав человека женщинами пока отстает от желаемых темпов. Повсеместно сохраняется дискриминация по признаку гендера и пола, что усугубляется экономическим кризисом и вытекающими из него мерами жесткой экономии, которые принимаются некоторыми европейскими государствами и несоразмерно затрагивают женщин.
Соблюдению прав женщин также угрожают возродившиеся реакционные тенденции преследовать женщин, отходящих от своей подчиненной роли, в которой их удерживали веками. Еще одна сфера, вызывающая обеспокоенность, — усиление языка вражды в отношении женщин в Европе, особенно в интернет-пространстве. Дискриминация и язык вражды в отношении женщин создают питательную почву для насилия над женщинами, которое представляет собой одну из самых крайних форм нарушения их прав. В огромном числе случаев насилия над женщинами реакция национальных властей, в том числе полиции, прокуратуры и судей, остается недостаточной.
За последние несколько десятков лет, однако, удалось добиться прогресса в ряде областей. Так, в некоторых государствах-членах вступила в силу Конвенция Совета Европы по предотвращению и борьбе с насилием в отношении женщин и насилием в семье; действует Стратегия Совета Европы на 2018–2023 годы по обеспечению гендерного равенства. Вместе с тем предстоит еще многое сделать для воплощения в жизнь гендерного равенства и реализации прав женщин. Поэтому Комиссар по правам человека неизменно сохраняет в своей повестке дня вопрос о соблюдении прав женщин и борьбе с дискриминацией по признаку гендера и пола.
