Visit to Georgia on execution of ECHR judgments

On 24-29 November the Execution Department carried out a mission to Georgia which aimed to strengthen cooperation with the authorities and to ensure effective implementation of the outstanding individual and general measures required for the execution of ECHR judgments. The meetings with the authorities focused mainly on the cases under enhanced supervision by the Committee of Ministers which concern ill-treatment, hate crime, domestic violence and abusive restrictions of Convention rights. Meetings were held with the Supreme Court, the Ministries of Justice and Internal Affairs, the Special Investigation Service, the General Prosecutor’s Office and the Public Defender’s Office.

The representatives of the Department participated also in the Conference on legislative and practical measures for further improvement of the criminal justice system and in the Workshop dedicated to the parliamentary oversight of the execution of the ECHR judgments. The Workshop participants agreed that there is a need to develop an Execution Strategy and a corresponding Action Plan for Georgia to improve the relevant regulatory framework and procedures. The events were organised by the European Union and Council of Europe joint Project “Supporting the Criminal Justice Reforms - Tackling Criminal Aspects of the Judicial Reforms in Georgia” and the Council of Europe Project “Strengthening Implementation of Human Rights Practices and Education in Georgia”.
