nugara CPT participates in round table with Russian authorities

Representatives of the Council of Europe’s Committee for the Prevention of Torture participated in a round table with the Russian authorities in Moscow on 24 September 2014. The event, which was organised by the Ministry of Justice of the Russian Federation in cooperation with the CPT, was held following the publication of the CPT’s reports on two visits to the country (together with the respective government responses) – the 2011 ad hoc visit to the North Caucasian Region of the Russian Federation and the 2012 periodic visit to the country.
The discussions focused on the implementation by the Russian authorities of the recommendations made by the CPT in the past, and, in particular, in the two aforementioned visit reports. Particular attention was paid to the treatment of persons deprived of their liberty by law enforcement agencies and the situation of inmates held in pre-trial detention, as well as to the provision of health care in penitentiary establishments and the conditions of detention of prisoners sentenced to life-imprisonment. The issue of investigations into allegations of ill-treatment by law enforcement and prison officers was also addressed in detail.

The CPT was represented by Latif Hüseynov (President of the CPT), Marzena Ksel (1st Vice-President of the CPT) and James McManus (Member of the CPT), as well as two experts, Michael Kellett and Eric Svanidze.

The event provided a useful opportunity to meet and discuss issues of common interest with Maxim Travnikov, Deputy Minister of Justice of the Russian Federation, and senior officials from the Ministries of Justice, the Interior and Foreign Affairs, as well as from the Federal Service for the Execution of Sentences, the Investigative Committee, the Federal Drug Control Service, the Ombudsman and the Council of Public Monitoring Commissions.
